Hon. Abena Osei-Asare

Chairperson of Ghana’s Public Accounts Committee (PAC) of Parliament, Member of Parliament for Atiwa East

Hon. Abena Osei-Asare has made history as the first female Chairperson of Ghana’s Public Accounts Committee (PAC) of Parliament. A distinguished financial expert and experienced legislator, she has served as the Member of Parliament for Atiwa East since 2013 and has been a key figure in Ghana’s economic governance and fiscal oversight.


She previously served as Minister of State at the Ministry of Finance until January 2025, having earlier held the position of Deputy Minister for Finance. In these roles, she was instrumental in shaping Ghana’s fiscal policy, leading revenue mobilization strategies, and ensuring effective budget implementation.


Hon. Osei-Asare is a Fellow of the Association of Chartered Certified Accountants (ACCA), UK, and a member of the Institute of Chartered Accountants, Ghana (ICA). She holds an MSc in Development Finance from the University of Ghana Business School and has an extensive background in financial management, including experience in banking and treasury operations at Barclays Bank Ghana (now ABSA) and as Assistant Director of Finance and Facilities at the New York University (NYU) in Ghana.


In Parliament, she has been a strong advocate for fiscal transparency and governance, having previously served on the Public Accounts Committee from 2013 to 2017. Her leadership on the Employment, Social Welfare, and State Enterprises Committee has further demonstrated her commitment to sound financial oversight and national development.


Hailing from Anyinam in the Eastern Region, Hon. Osei-Asare has remained committed to her constituents and has played a significant role in advancing policies that drive socio-economic development. She has also represented Ghana on international platforms such as the UN, AU, and ILO, reinforcing her influence in global financial and labor policy discussions.


Her appointment as the first female Chairperson of the Public Accounts Committee is a historic milestone, marking a new era of leadership and accountability in Ghana’s governance. She is expected to bring her wealth of expertise and integrity to the role, strengthening the country’s commitment to fiscal responsibility and public sector efficiency.
