Dr. Romelle A. Horton
First Female President - Cuttington University
A native of Liberia and a strong advocate for educational, developmental, gender equality, service-learning and refugee issues, Dr. Horton, is currently the First Female President in Cuttington University’s 136-year history, where she provides leadership in developing, implementing, and continually updating strategies to support excellence in academics and development of the whole self. Besides making history again as the first President to launch a Doctoral Program in Liberia’s history, she did it again by being the first President and University to partner with the Liberia National Police to train and educate police and fire service officers, thus contributing to stronger institutions and, ultimately, to sustaining the peace and the development of Liberia. She graduated Summa Cum Laude (Valedictorian) with a degree in Geographic Information Systems (GIS) from Voorhees College, a private Episcopal College in Denmark, South Carolina. After graduation she worked as a Solution Delivery Analyst with Accenture, LTD, a global consultancy for several years before pursuing graduate studies. She obtained a M.A. with Distinction, in International Service and Development at the University of Surrey, now Roehampton University, London.
During her M.A. studies, she worked at South Camp, a Maximum Security Prison in Kingston, Jamaica, where she taught death-row inmates life skills, especially in regards to recidivism and computer skills. She also worked with refugees in London and with the International Partnership for Service-learning and Leadership (IPSL) as Director of Student Programs for fourteen plus international and national programs for a number of years.
She has a Ph.D. in Educational Administration and Leadership (Education Management with Distinction) from the University of Botswana; was called to national duty and served as Deputy Minister for Instruction at the Ministry of Education, Republic of Liberia; Chief Government Nominee for the West African Examination Council (WAEC), Liberia, Vice-Chairperson of WAEC, International, Vice President for Academic Support Services at AME University and is an African Women Academics in Research & Development (AWARD) Fellow. A competent, dynamic and progressive Liberian professional, she was a part of a team that was instrumental in the development and execution of the internationally acclaimed “Getting to Best” Reform Strategy that is now changing the landscape of education in Liberia. In 2016, Dr. Horton and her team embarked on the herculean task of testing the teachers of Liberia, a feat that has never been done before. More than sixteen thousand teachers were tested and the data is currently reforming teachers’ education in Liberia. She reviewed and edited the book, “Sustaining Liberia’s Peace”, authored by Hon. Olubanke King-Akerele and wrote the Prologue for the Questionnaire for Volume Two; she also wrote the Concept Note for and participated in the 2019 Queens Commonwealth Essay Competition and Awards Ceremony held at Buckingham Palace in
October 2019; She chairs the Board of Trustees of Kids Educational Engagement Project (KEEP), an organization that is instrumental in building schools and reading rooms across Liberia; Governance Chair for the Board of Directors of EcoBank Liberia; is a Human Development Panelist on Education at Warwick University’s Annual Africa Summit in the United Kingdom and authored Chapter 11 (Education) of the Ellen Johnson Sirleaf Legacy Project now published. She continues to play an important role in the human development sector. Her track record to date speaks for itself as her work has directly contributed to Liberia’s Development Goals, The Agenda for Transformation, Education 2030 and the SDGs. She is an avid reader; loves to travel, experience new things and meet new people and believes that every moment is a teaching and learning moment. Her research interest centers on educational matters, gender, refugees, development and service-learning. She is a child of the Most High God; an Eminent Woman of Liberia and loves making a difference in lives and communities. Her ethos centers around Transforming – Impacting and Inspiring!
