H.E. Alpha Bacar Barry

H.E. Alpha Bacar Barry

Alpha Bacar Barry is the Minister of National Education, Literacy, Technical Education and Vocational Training of Guinea, where he leads a national transformation agenda focused on education reform, human capital development, and aligning skills systems with economic and technological change.

He serves as President of the CAMES and Chairman of WASCAL, reflecting his leadership in advancing continental cooperation in higher education, scientific research, and climate adaptation science.

Previously, he held ministerial roles as Minister of Higher Education, Scientific Research and Innovation, and as Minister of Technical Education and Vocational Training, where he advanced reforms in university governance, vocational training systems, digital transformation, and youth employability.

Before entering government, he worked with the United Nations Development Programme (UNDP) and as an international consultant in innovation, youth employment, and development policy. He is also a digital entrepreneur in Guinea, co-founding Jatropha Hub and the Jatropha initiative, supporting startups and digital ecosystems.

He is a TEDx speaker and an advocate for education transformation, human capital development, and Africa’s innovation-led growth agenda. He holds a degree in Literature, Journalism and Information Sciences from Gamal Abdel Nasser University of Conakry, and completed postgraduate studies in governance, management, and innovation in France and the United Kingdom, including at École Polytechnique and Anglia Ruskin University.

He is widely recognised for reform-driven leadership and for advancing a strategic vision of education systems anchored in skills, innovation, and human capital as foundations of sustainable development.
